Since 1 October 2009, young people under 16 years of age must be wearing a helmet on official property (roads, parcs, school, official ways, etc.). But the Florida 4-H Horse Program will still need to be equipped with a helmet for Area and State Horse shows, as it has been for many years.
Likewise, districts and regional equestrian associations can maintain their helmet policy as long as their activities are covered by the "exceptions" of the Act. Obviously, if an activity suits in what could be in the state bill (perhaps enjoyable trips, hospitals, trail rides, etc.), then the bill is dictated that the youth should be wearing hats.
The greatest impact of the new Act seems to lie at the domestic levels - every single working-day on the street and/or road on the ground. Just as you adress helmet use in the county, remember that just because state legislation does not stipulate that a helmet be used in a particular circumstance, it does not rule out 4-H or any other organisation to continue to put security policy that are stricter than what is referred to in the state' s laws.
